In tandem with the National Health Strategic Frame Work, BYSACA as the sole coordinating body on matters related to HIV/AIDS was established to:
Develop the framework for collaboration and support from all stakeholders for a multi-sectoral and multi-disciplinary response to HIV/AIDS in Bayelsa State;
Plan and coordinate activities of the various HIV/AIDS sectors in the State Response Strategic Framework;
Facilitate the engagement of both State and Local Government and all sectors in the State on issues of HIV/AIDS prevention, care and support;
Advocate for the mainstreaming of HIV/AIDS interventions into all sectors of the State;
Coordinate, monitor and evaluate the implementation of the State Strategic Plan for the control of HIV/AIDS/STDs in Bayelsa and all other approved policies;
Formulate policies and guidelines on HIV/AIDS;
Initiate and support HIV/AIDS research in the State;
Mobilize resources (Local and State) and coordinate equitable application for HIV/AIDS activities;
Provide and coordinate linkages with the global community on HIV/AIDS;
Monitor and evaluate all HIV/AIDS activities in the State;
Facilitate the development and management of the policies and strategies of all sectors to ensure the human, financial and organizational resources to support the successful execution of the State HIV/AIDS response programme.
Establish, encourage and promote training programmes for the employees of the SACA and other appropriate persons from public or private organizations;
Perform such functions as may be assigned to it by the Government;
Co-operate with persons and institutions undertaking research on HIV/AIDS in Bayelsa State;
Develop and maintain an appropriate organizational structure;
Establish State and Zonal Offices to coordinate the SACA’s functions.

Dr. Temple R. Iluma (SACA Chairman) advocated that as part of comprehensive response to HIV and AIDS and for the Universal Access to HIV Prevention, Treatment, Care and Support to be achieved,
it require the Leaders, Stakeholders, Individuals, NGOs, CSOs and Private Sectors to integrate Nutritional support into their programmes for the People Living With HIV/AIDS (PLWHA) in order to ensure access to sufficient, safe and nutritious food to enable them meet their dietary needs for an active and healthy life; mindful of the high potency of the ARV drugs, it’s only proper that these people are well fed. He also called on the State House of Assembly to pass into law, a bill that will protect the right of the PLWHA against discrimination and stigmatization.
He further stressed the need for the establishment of HIV/AIDS INSTITUTE in Bayelsa State. This will serve as a hub for Niger Deltans where comprehensive treatment, care and up-to-date support services would be given to the HIV/AIDS victims in the region.
In pursuant of our target to fight HIV/AIDS to finish in our beloved State, SACA hereby welcome partnerships with International Donor Agencies, Non-Governmental Organizations, Private Sectors and the Stakeholders.
